taken in case of Hong Kong many months ago
to give military rank and shape to team of
Civil Affairs personnel (including all suitable
Hong Kong Government officers available) to function
under service commander for period of military
administration and to prepare for orderly
eventual transfer to civil government as and when

Office as soon as MacDougall arrives and
